What is the Work?
The Legend of Korra is the sequel series to Avatar: The Last Airbender. It follows Aang's reincarnation Korra, as she continues Aang's legacy of bringing balance to the modern-day world.
Who are they?
Avatar Wan is is one of the two overarching protagonists (alongside Raava) of the Avatar: The Last Airbender franchise.
What Makes Him a Shonen Hero?
Heroic/Honorable: Wan confronts and eventually seals Vaatu, and devotes his life to maintain peace among Four Nations and the Spirit World.
Courageous/Reckless: Wan is not afraid of confronting enemies even the powerful Vaatu.
Stubborn: Wan refuses to give up fighting against the unsealed Vaatu despite being beaten by the latter, and willingly allows Raava to possess him despite knowing that he could die because of the possession.
Pursues a Big-End Goal: Wan has devoted his life to maintain peace among Four Nations and the Spirit World.
Hard-Working: Wan has trained himself to be capable of using different bending, and has been keeping peace among Four Nations and the Spirit World.
Optimistic: Wan is generally optimistic despite initially living in poverty, and his optimistic attitude allows him to become a capable peacekeeper.
Possesses Plot Armor: Wan would die because of being possessed by Raava if he did not prenatally fuse with Raava thanks to the spirit portal during the Harmonic Convergence.
Has Mentors: Wan has learned different bending from lion turtles.

I vote to Avatar Yes. His shonen traits has kept until his death.

Asura's Wrath is an action video game collaboration between CyberConnect2 and Capcom.
Who are they?
Asura is the titular protagonist of Asura's Wrath.
What Makes Him a Shonen Hero?
Heroic/Honorable: Asura values the lives of the innocent to the extent that he does not believe in sacrificing them for any reason, and, after being betrayed by his fellow comrades and killed, starts his journey of revenge. He eventually saves the world from Deus, Gohma Viltra, and Chakravartin.
Courageous/Reckless: Asura is wrathfully bold against opponents.
Energetic: Post-resurrection Asura is very hotblooded.
Stubborn: Asura refuses to surrender to difficult situations throughout the game, a trait which has brought him from death.
Pursues a Big-End Goal: After the betrayal, Asura manages to come back from death to start to rescue his daughter and protect her from conspiracy.
Hard-Working: In Naraka, a realm of afterlife, Asura has been ascending the seemingly endless pillars for many years to return to the mortal world and have his revenge.
Possesses Plot Armor: Asura has survived near-death situations and has come back from death thanks to his wrathful determination.
Spiky Hair: Asura has spiky hair.
Unnatural Hair Color: Asura's hair color is white.
Short-Tempered: Asura's Mantra Affinity is Wrath, and his wrath has powered him to become capable of defeating opponents.
Has Rivals/Mentors: Yasha is his rival, and Augus is his mentor.
Rebellious: Asura starts to rebel against Deus' force after being betrayed and killed by them. Asura also follows his own moral code.
Tragic Past: Asura was framed and betrayed by his seven fellow comrades, who kidnapped his daughter and murdered his wife. Asura is then killed and sent to Hell, therefore starting his journey of revenge.
Is a Blood Knight: Asura's wrath drives him to have a tendency of dealing with conflicts by fighting.
Verdict
I vote to Yes. Asura may not be a shonen because he is married and has a daughter, but he has the shonen traits in heart as he rebels against oppressors when he is oppressed, and he surprisingly meets many qualifiers.
I vote to Yes. He's a teenage superhero who has shonen traits.
NOTE: This proposal is only about Marc from Flying Red Barrel, NOT Marc from 100% Orange Juice. Crossover work and original works are separated continuities.

What Makes Them a Shonen Hero?
Heroic/Honorable: As an aviator and a member of the Guild, Marc has battled the lawlessness.
Courageous/Reckless: Marc is fearless when encountering opponents, including but not limited to her rival Peat.
Stubborn: Marc is stated to be stubborn and she could have moments of ignoring other people’s suggestion.
Pursues a Big-End Goal: Marc has dream of being an aviator, and she later achieves the dream and actively maintains her achievements.
Hard-Working: Before she is in the Guild, she trains herself hard and becomes the youngest licensed aviator in the Guild. During her time in the Guild, she is known for working hard. After the disbandment of the Guild, she founds her own "Guild" to continue her aviator work.
Has Rivals/Mentors: Peat is technically her rival, and Islay is her mentor.
Verdict
I vote to Yes. Striving for dream and maintaining it are shonen things.
In my opinion, it is a obvious Yes.
Mischievous: The character likes to have fun by playing harmless pranks on others and generally cause silly trouble.
Rebellious: The character refuses to conform to social standards and instead follow their own rules and stay true to themselves.
The description says everything.
I vote to Yes. This Pac-Man is a more complex character than the OG Pac-Man, and he has shown shonen traits such as stubborn, energetic, and courageous.
I vote to Yes. Jimmy eventually becomes a more traditional shonen hero (and is approved as a NPG) despite being from a Rockstar protagonist.
I vote to Yes. Kuwabara has helped Yusuke save the world and he is willing to do so. He is notably more bold even than Yusuke, and he is the person I would instantly agree that he is a shonen hero when I see his portrayal.
It is surprisingly common for the traditional works to be disallowed partly because of their morality. They were published in a time where individuality, especially the individuality of kids and teenagers, was far from being respected. And they have talked about the weird stuffs IRL.
For OG RottK, lethal moments and heinous deeds are common in the setting. If Game of Thrones is disallowed, then I don't see RottK can be allowed.
For OG the Water Margin, it is full of the moral-gray outlaws and the moral-gray government members (including the emperor himself).
As always, their adoptions could be allowed in a case-by-case basis.

Courageous/Reckless: Suguri is not afraid of fighting against threats.
Stubborn: Suguri strives for protecting the Earth even if knowing that she would outlive the Earth.
Pursues a Big-End Goal: Suguri has executed the Earth-rebuilding Project One and vows to protect the Earth.
Hard-Working: Suguri has been working hard to rebuild the environment of the Earth.
Optimistic: Suguri has been executing Project One for 10,000 years and she still maintains her positive attitude.
Unnatural Hair Color: Suguri's hair color is silver.
Verdict
I vote to Yes. She is an unconventional example, but she maintains her youthful appearance, keeps rebuilding and protecting the Earth for 10,000 years, an impressive feat. It is unknown if she is volunteered to become the immortal human, but she chooses to accept and do the task of rebuilding the Earth with immense will. She is a pacifist and is calm, but she is bravely heroic and optimistic and has strong will even when knowing the ending.
In my opinion, these classic cartoon characters are typically having different versions and not all of the versions are the same continuity and qualify a Shonen Hero.
First, Popeye is portrayed as a mid-aged comedic person rather than a shonen hero, but he may have versions where he is a shonen hero.
Second, Mickey and Bugs... they have many works. Kingdom Hearts King Mickey might qualify as a shonen hero?

Giovanni Potage is a supporting character of Epithet Erased.
What Makes Them a Shonen Hero?
Heroic/Honorable: Despite claiming to be a villain, Giovanni is not portrayed as more of a hero than a genuine villain. He has heroic actions, such as "kidnapping" Molly Blyndeff to take care of Molly after knowing Molly's unhealthy family members.
Courageous/Reckless: Giovanni is generally a bold person.
Energetic: Giovanni is energetic, which is shown by his dramatic actions and his loud voice.
Pursues a Big-End Goal: Giovanni has dreams of becoming the greatest supervillain of all time.
Unintelligent: Giovanni is incompetent when he attempts to act as a self-claimed villain.
Optimistic: Giovanni is generally optimistic, and he has cheered other people up such as his minions and Molly.
Believes in the Power of Friendship: Giovanni is shown to care about other people, such as his minions and Molly. His caring of his minions has won the loyalty of his minions.

I vote to Yes. He is considered by some as "human Papyrus" and I agree with it.
NOTE: The proposal is about Giovanni Potage from Epithet Erased, not Giovanni Potage from Anime Campaign, and they have noticeable differences and are from different continuities.

Indivisible is an action role-playing game independently developed by Lab Zero Games and published by 505 Games.
Who is the Candidate?
Ajna is the main protagonist of Indivisible.
What Makes Them a Shonen Hero?
Heroic/Honorable: Ajna successfully convinces Kala not to destroy the current world, and Kala agrees to reincarnate into a human after fully absorbing Ajna.
Courageous/Reckless: Ajna is fearless against opponents, and she has moments of recklessness.
Energetic: Ajna is energetic, which is shown in her frequent running action and her quotes in battle.
Stubborn: Ajna's initial stubbornness has leaded her to confront the freed Kara and be defeated, though monks in Lhan feel that she is not prepared and tries to stop her.
Pursues a Big-End Goal: Ajna wants to find the person behind the invasion of her hometown, and she starts her adventure.
Hard-Working: Ajna has been trained under Indr, who teaches her defense and mediation, until her hometown being attacked.
Optimistic: Ajna is generally optimistic throughout her journey.

Verdict
I vote to Yes. She is somewhat Ryuko-type.
*Romance of the Three Kingdoms (OG): All heroes are too lethal and/or commit too many heinous deeds to count.
*The Water Margin (OG): Almost all heroes are gray-zoned characters who commit plenty of crimes.
You can easily see that the reasons are the same with Game of Thrones and Rockstar Games' because RottK and WM are possibly more intensive than these already-banned example. Adoptions of Romance of the Three Kingdoms and The Water Margin, however, are in a case-by-case basis.
I vote to No. They are generally more villainous than heroic in their series, which means that they are hardly shonen heroes. Their heroic actions are not consistent enough and their heinous actions are, however, consistent.
By the way, I feel that such proposal could help us to better understand what type of character is disallowed.
I vote to Yes. He eventually wants to create a peaceful society, which makes him shonen heroic despite the world he lived in is not as good as the world in typical shonen works. If one chooses to strive for a peaceful world when they live in a cruel world, he could likely be a shonen hero even when he failed. It is shonenly admirable if one wants peaceful world when most of people wants war.
